不断加剧的通货膨胀，持续的负利率，正在吞噬老百姓的储蓄财富，而建立在法律强制缴存基础上的养老金和住房公积金，贬值严重，令人心痛。

以住房公积金为例，截止2006年底，全国有近7000万职工缴交公积金，储蓄总额7870.96亿元。现行政策规定，公积金储蓄计息是与三个月整存整取利率挂钩的，按照9月14日人行调整后的利率水平，公积金利率是2.88%,　而国家统计局公布的8月份居民消费价格指数同比上涨6.5%，实际利率为- 3.62%，这意味着，按照目前的通涨速度，全国老百姓的公积金储蓄存满一年就要贬值285亿元。

再看养老金。2006年底，全国参加城镇基本养老保险1.87亿人，全年征缴城镇职工基本养老保险收入5215亿元，扣除支出后，年末基本养老保险基金累计结存5489亿元。现行政策规定，这些基本养老金也只能存在银行，计息通常采取协议利率，一般参照一年...
